This Dynamic Purchasing System is designed to enable NORDUnet and the Nordic NRENs to purchase Learning Management Solutions that are delivered as public cloud services, to allow NORDUnet and the Nordic NRENs to resell the service to their connected and member organisations.
The solutions are to cover the high-level scope as described below.

General Requirements
- A standardised, modular and flexible Learning Management Solution.
- Delivered as a public cloud service, with each end-customer organisation having its own administrative domain.
- Data processing and storage location(s) to be inside the EU/EEA region.
- The Bidder has a single point of contact helpdesk.
- The Bidder has a 24/7 Support organisation.
- The Bidder can perform on-boarding, migration, integration and support.
Technical Requirements
- Can integrate with other educational support systems, using a well-defined API.
- Supports externalised Authentication and Authorisation.
Functional Requirements
- Has an Intuitive user interface for Students, Teachers and administrative purposes that supports multiple languages.
- Support for mobile devices, App or responsive HTML.
- Comply with current EU Web Accessibility Directive.
- Support multiple pedagogic methodologies.
- Support workflows relevant to higher education.
Lega and commercial requirements
- The commercial proposal should recognise the economies of scales for purchases by NORDUnet and the Nordic NRENs and their community.
- All data stored and transferred by the service shall remain the legal property of the customer and the Provider shall not assert any rights over any data uploaded to the service.
- Contracting entity to be located within the EU/EEA region.
- End of contract provisions to allow for export of data stored.
- Service to be GDPR compliant.
- Comply with the national data protection and privacy laws in each contracting NREN country.
