In order for your meetings to actually be able to run Full HD video there ar some pretty steep requirements for each client.
As of right now they include, but are not limited to, having an i7 quad-core processor or higher and having 3Mbit/s internet connection (sustained traffic up and down).
To enable Full HD video it needs to be requested separately from Zoom by us (NORDUnet), once that has been approved you can enable it for the account in Account Settings, for groups and/or individual users (unless you lock the option).
